In May 2005, North Miami Beach’s Mayor, Raymond F. Marin, in a letter to the city’s stakeholders had announced a visioning process for the City, saying the following:

“...it is imperative that we reach an agreement regarding the desirable characteristics, appropriate scale, and suitable locations for future projects that may be proposed. In other words, we must recognize that each of our neighborhoods and districts is unique and then plan accordingly. Your participation in an innovative, all-inclusive process aimed at creating a unified vision for the future of North Miami Beach is respectfully requested by the Mayor and City Council."
